Texas: website accessibility, measured

We measured public websites in Texas in two ways: municipal and county sites with an automated keyboard-only walk, business sites with axe-core. The numbers below come from our open US study; the method and the raw data are public.

Municipal and county websites

668 sites, 2,994 pages measured. A keyboard-only user reached the goal with a visible focus ring and labelled fields on 908 of 2,994 pages — 30.3%.

Rank 6 of 50 states with at least 40 measured pages (a higher share is better).

Business websites

10,818 organizations with a website in the registry, 7,395 measured. axe-core found at least one critical violation on 2,966 sites (40.1%); 2,732 sites had no violations that axe can detect automatically; on average 6.5 violations per site.

Rank 44 of 51 states with at least 100 measured sites (a lower share of critical violations is better).

Deadlines

The US Department of Justice rule under ADA Title II requires state and local governments serving 50,000 people or more to meet WCAG 2.1 AA by April 26, 2027, and smaller governments by April 26, 2028.

Businesses open to the public fall under ADA Title III. It sets no compliance date — accessibility claims against business websites are possible at any time.

Automated checks find only part of accessibility problems. A clean result is not a certificate of compliance, and a violation found by a machine still needs a human look.
